Without getting into all the details, I was on a fast track to an untimely end. I started mountain biking because it was fun enough to motivate me to exercise regularly. Slowly, I started getting stronger and fitter. Then I came across MBR. The Apex nutrition podcast helped me look at food differently, and that’s when the real results started. The other podcasts keep me excited about bikes and keep me company on long drives for work. MBR has been part of a very positive change in my life, supporting MBR in return was just the right thing to do. I felt like part of the community anyway, so why not make it official and keep a good thing going.

Those things aren’t going to just transfer from bike to bike easily. And I fail to see Pelkey’s equivalance of bike riders to hunters/anglers. By his definition hikers/equestrian/snowshoers/skiers etc should be included.

I understand a fee for State Parks, ie Glendo, Gowdy, etc… but on all public lands. Minus state highways, etc as
Per the bill.

The bill does not state by “rider” it implys bikes. Though a caveat as electronic method. i.e cell phone. Makes implication by person. The monies should do more for building, maintianing non motorized trails.

What about the enforcement of the bill? Deputies, Highway patrol, Game and Fish, State Parks, municipal officers. Will they carte blanche to stop riders going to and from trailheads riding or transporting to check for decals. Will a database be created and put into current computer systems to check decals? Where is the funding to be expected to pony up for it ? Is it local county or city or by the state or the FBI via NCIC ? Sheriff and Cities have to share to pay for it?

What about mtn bike races? Are we going to have pay a extra monies to ride an event we have to pay for as well. Event fee plus decal. Some events are already greater than $50 to make it more expensive will kill the mtn bike events throughout the state. People may not pay to play. Why is there no non resident fee difference?
Who is or will be held responsible for having decals on kids bikes? Parents? Do we cite a 6yr old kid at Glendo because he has no decal and riding two moon loop at the campground.

How old do you have to be to require them?

If it was a like a conservation stamp then the monies should be for trails. Not the Game and Fish and endangered species act.

I am mtn biker, I have no problem paying to get a snowmobile sticker to ride a snowmobile trail with a fatbike because it goes to maintenance, grooming, fuel, and wages.
I do not like this bill it seems unenforceable from law enforcement perspective, money allocation, and not requiring equestrians and hikers to pony up as well. If it is to be put on non motorized then all should be included. The bill also does not include ebike or pedal assisted bikes. Bikes that use battery energy to supplement the input of the rider to go faster. That is not defined in the definition of bikes. The mtn bike community is insignificant in size in comparison to motorized users. However the whole non motorized is more significant than just bikers. I DO NOT SUPPORT THIS BILL.

Comment on Wyoming Fee Proposed by Charles Pelkey http://mountainbikeradio.com/news/wyoming-fees/#comment-313 Sun, 29 Jan 2017 16:09:59 +0000 http://mountainbikeradio.com/?p=11002#comment-313 I signed on as a cosponsor of the bill that would require riders using trails on state land to buy a $15 conservation stamp, much like hunters and anglers have to do now.

My reasoning is that I think, as users of state public lands, we should have a say in management of those lands and that we should be willing to kick in a bit to have a seat at the land management table, so to speak. (By the way, that’s $15 per rider, not per bike.)

That’s enough of my reasoning, but what about yours?

Am I right? Am I wrong?

I want to hear from you before this comes to a vote. I welcome your thoughts, even if those thoughts are “WTF Pelkey?!??!”
